The MM2H SEZ / SFZ category (Special Economic Zone / Special Financial Zone) is the most budget-friendly route into the MM2H programme, with the lowest minimum age (21) and the lowest Fixed Deposit of all four tiers β€” tiered by age, so younger applicants and those 50+ have different thresholds. It's tied to property acquisition within Malaysia's designated SEZ area in Johor.

01Financial Requirements

A Fixed Deposit (FD) in any Malaysian financial institution licensed under the Financial Services Act 2013 [Act 758] or Islamic Financial Services Act 2013 [Act 759], tiered by age: USD 65,000 (or equivalent MYR) for ages 21 to 49, and USD 32,000 (or equivalent MYR) for ages 50 and above.
A maximum withdrawal of 50% is allowed on the principal FD value after MM2H approval, for the purposes of purchasing a residence, or for education, medical, and tourism activities in Malaysia.
A one-off participation fee of RM1,000 applies per principal application. There is no participation fee for dependents.

02Property Requirements

Yes β€” it's compulsory to purchase and own a property/house after MM2H approval, with the floor price subject to Johor state's property acquisition policy for this designated Special Economic Zone. Failure to comply with this or any other term will result in your MM2H pass being revoked.
Selling is not allowed for 10 years. However, you may upgrade by purchasing a new residence of higher value than your current property.

03Stay Requirement & Dependents

Participants must be present in Malaysia for 90 days (cumulative) per year. For participants aged 21 to 49, this requirement can be fulfilled by the principal and/or their dependents combined.

  • Biological, step, or adopted children below 21 β€” those aged 21 to 34 must be unemployed and single while in Malaysia
  • Medically certified children with disabilities (no age limit)
  • Parents and/or parents-in-law

04Visa & Renewal

A 10-year MM2H pass with a Multiple Entry Visa (MEV), for both principal and dependents, and renewable. The pass's validity depends on your passport's validity β€” if your passport expires before the pass does, you'll need to renew it.
The pass can be renewed every 5 years after the initial 10-year term completes. You'll need a valid passport copy, latest medical report, and health insurance β€” submitted to the One Stop Centre, MM2H. The renewal fee is just RM300 for principal and dependents, the lowest of all MM2H tiers.
The MM2H Pass is transferable to the next-of-kin among the registered dependents.

05Education, Career & Other Benefits

Yes β€” dependents (children) can pursue education up to tertiary level at any government-recognised higher learning institution in Malaysia, using their existing MM2H pass or an automatically issued Student Pass.
No β€” business, investment, and career opportunities are not allowed under the SEZ / SFZ category. This is available only under Platinum.
Yes β€” a compulsory medical check-up at a panel clinic/hospital appointed by the Ministry of Tourism, Arts and Culture, for both principal and dependents, after receiving MM2H approval. Long-term medical treatment in Malaysia is also allowed.
