S-MM2H (Sarawak-MM2H, also written SMM2H) is Sarawak's own long-term social visit pass programme for foreign retirees and long-stay residents, run by the Ministry of Tourism, Creative Industry and Performing Arts Sarawak (MTCP Sarawak) β€” distinct from the federal MM2H programme and from S-MM2H's Sabah counterpart, SBH-MM2H. Below we've organised the official eligibility rules, fixed deposit and income requirements, and full document checklist into clear sections so you can see exactly what a Sarawak MM2H application involves.

Take note before you apply

  • You must travel to Sarawak twice β€” once during application submission, and once again for visa endorsement after approval.
  • Insurance, medical check-up, and your Fixed Deposit account must all be arranged inside Sarawak before lodging your application.
  • After the 10-year term ends, the programme does not renew automatically β€” you must reapply from scratch with a fresh set of documents.

01Eligibility & Who Can Apply

S-MM2H is open to citizens of all countries that maintain diplomatic relations with Malaysia, with the exception of Israel and North Korea. Applicants must declare their country of origin and citizenship(s) before submitting an application.
The main applicant must be 30 years old or above at the time of application.
Applicants must demonstrate financial capability through one of three routes: a Fixed Deposit placement, Pension or Offshore Income, or a Savings Fund balance. Full amounts for each route are listed in the financial requirements table below.

02Financial Requirements

Yes. A Fixed Deposit of RM500,000 for the main applicant is mandatory, and it must be placed with an approved S-MM2H panel bank located in Sarawak β€” this cannot be an FD held elsewhere in Malaysia.
Yes. In addition to the Fixed Deposit, you may qualify through a monthly pension or offshore income of RM10,000 (individual applicant) or RM15,000 (individual plus dependent) β€” whichever route best reflects your financial situation.
Applicants without a qualifying pension or offshore income may instead show a savings fund with a monthly closing balance of RM100,000 (individual) or RM200,000 (individual plus dependent), subject to panel bank approval.

03Documents Required β€” Main Applicant

  • Main applicant resume, and the S-MM2H Application Form
  • Visit Pass Application Form (IM.12, Pin. 1/97) and Visa Application Form IM.38 (if applicable, for visa-required countries)
  • Original Letter of Good Conduct from your country of origin, valid within the last 12 months
  • Certified copy of your full passport (front to back, all pages) β€” valid for a minimum of 24 months at submission
  • 6 copies of passport-size photographs on a blue background
  • RBII Form and Medical Report completed at a hospital in Sarawak, certified by the hospital's Medical Officer and endorsed by a Government Health Clinic
  • Certified copy of local medical insurance (required for applicants under 60 years old, covering the full duration of the S-MM2H pass)

04Documents Required β€” Dependents

Spouse and parent dependents require the same core set as the main applicant β€” resume, S-MM2H Application Form, Visit Pass Form IM.12, Visa Form IM.38 (if applicable), Letter of Good Conduct, certified passport copy, photographs, Sarawak medical report, and local medical insurance β€” plus a certified copy of the Marriage Certificate (for a spouse) or Birth Certificate of the main applicant (for a parent).
Children, stepchildren aged 21 and below, or disabled children (no age limit) require the S-MM2H Application Form, Visit Pass Form IM.12, Visa Form IM.38 (if applicable), certified passport copy, photographs, Sarawak medical report, local medical insurance, a certified Birth Certificate, and β€” for disabled children β€” a medical report confirming the disability. A Letter of Good Conduct is additionally required for children aged 18 and above.

05Important Notes & Certification Rules

All document copies must be certified by an Embassy, High Commission, Lawyer, Notary Public, or Commissioner of Oaths. If original documents are not in English, translation must be carried out by a qualified translator, and the translator's certification or licence must be submitted together with the application.
The medical report must be carried out at a registered medical facility within Sarawak and endorsed by a Government Doctor. If a medical check-up was completed overseas, it must be redone in Sarawak and endorsed locally before the S-MM2H Social Visit Pass can be claimed.
The Letter of Good Conduct (LOGC) must be dated less than 12 months from the date of submission, is required for both the main applicant and each dependent, and if not originally in English must be translated by a qualified translator.
Applicants must first request a support letter from MTCP Sarawak, then provide a copy of the applicant's passport biodata page, the passport page showing the entry stamp into Sarawak, and the intended bank's name and address in order to open the Fixed Deposit account.

06Programme Duration & Renewal

The S-MM2H social visit pass is valid for 10 years. Unlike the federal MM2H programme, there is no automatic renewal β€” once the 10-year term ends, applicants must reapply from the beginning with a completely new set of supporting documents.
