Chaos with Online Booking System for MM2H Visa Endorsement

Starting from October 2025, the OSC introduced an online booking system for MM2H agencies to schedule visa endorsement appointments. While this is a positive step forward, it has also created a new challenge. All available booking slots are often taken within minutes—sometimes within one minute—by unknown agencies. As a result, genuine MM2H agents are unable to secure appointments for their clients, leading to widespread complaints across the industry.

It is unclear whether these bookings are genuinely intended for visa endorsement or if some parties are securing slots and cancelling them later. To ensure fairness and to prevent misuse of the online booking system, I recommend that OSC MM2H implement several verification requirements before an agency is allowed to reserve a slot:

  1. Upload the client’s flight ticket (with ticket number) to confirm genuine travel plans.

  2. Upload proof of arrival, such as MDAC submission or passport entry stamp, to confirm the client is already in Malaysia.

  3. Upload proof of immigration payment to verify that the endorsement process has begun.

  4. Upload the LIEN letter from the bank, confirming the client is ready for visa endorsement.

Agencies should be required to upload at least three of the above documents before gaining access to the online booking calendar.

In addition, the booking system should open appointments one month in advance. This allows approved applicants sufficient time to apply for leave and make travel arrangements, instead of being forced into a booking available only a few days ahead.

To discourage last-minute cancellations or no-shows, any agency that books a slot but later cancels or fails to attend should receive a RM500 penalty per incident.

These improvements will help ensure that only genuine bookings are made and that legitimate MM2H agencies can secure visa endorsement appointments fairly.
